In order to identify provisions that unreasonably impede the implementation of entrepreneurial and investment activities, leading to unreasonable expenses of business and investment entities or the district budget, the regulatory legal acts of the Nenets Autonomous Okrug are examined. During the examination, an assessment is made of the achievement of the goals of regulation declared during the development and adoption of a regulatory legal act and the effectiveness of its application, as well as an assessment of the actual positive and negative consequences of applying the regulatory legal act.
Examination of regulatory legal acts of the Nenets Autonomous Okrug is carried out by analyzing law enforcement practice in relation to regulatory legal acts regulating relations to which business and investment entities are or may be participants.
Examination of acts is carried out annually on the basis of the plan for the examination of regulatory legal acts formed by the Department of Finance and Economics of the Nenets Autonomous Okrug in accordance with proposals received from business and investment entities; associations, unions and other public associations in the field of business and investment; Commissioner for the Protection of Entrepreneurs' Rights in the Nenets Autonomous Okrug; public authorities of the Nenets Autonomous Okrug; bodies of local self-government of municipalities of the Nenets Autonomous Okrug and other legal entities and individuals.
