As of June 1, 2018, 54 organizations carry out educational activities in the Nenets Autonomous Okrug, including:

- preschool educational organizations - 22;

- general education organizations - 26;

- organization of additional education - 3;

- professional educational organizations - 3.

In addition, the state budget institution of the Nenets Autonomous Okrug "Nenets Regional Center for the Development of Education" is functioning.

In total, the educational system of the district employs more than 13 thousand people (students and workers), which makes up a third of the total population of the Nenets Autonomous District.

 


The regional system of public administration in the field of "Education".

The implementation of strategic federal and regional tasks in the field of "Education" is considered at meetings of commissions and councils that are part of the system of public administration bodies:

- Interdepartmental commission for the preparation of educational institutions for the beginning of the new school year;

- Board of the Education Department of the Department of Education, Culture and Sports of the Nenets Autonomous Okrug;

- The main certification commission of the Department of Education, Culture and Sports of the Nenets Autonomous Okrug;

- The main examination committee of the Nenets Autonomous Okrug;

- Council of leaders.

The practice of public reporting is developing. All educational organizations in the region have their own websites in the information and telecommunication network Internet, which host information on educational, financial, and economic activities. Information on the activities of the Department of Education, Culture and Sports of the Nenets Autonomous Okrug is published in the media, as well as in the information and telecommunication network Internet, on the portal of public authorities of the Nenets Autonomous Area.

 

Implementation of strategic tasks in the field of education in the Nenets Autonomous Okrug

In the field of education of the Nenets Autonomous Okrug:

- an action plan (“Roadmap”) is being implemented “Changes in social sectors aimed at improving the efficiency of education and science in the Nenets Autonomous Okrug for 2013 - 2018”, approved by the Resolution of the Administration of the Nenets Autonomous Okrug dated April 30, 2013 No. 162-p ,

- the state program of the Nenets Autonomous Okrug “Development of Education in the Nenets Autonomous Okrug” is being implemented, approved by the resolution of the Administration of the Nenets Autonomous Okrug dated November 13, 2013 No. 411-p;

- an automated information system “Electronic Education” was created (resolution of the Administration of the Nenets Autonomous Okrug dated December 30, 2016 No. 421-p);

- in the period 2015-2017, 100% coverage of state educational institutions in the region was provided with an independent assessment of the quality of the conditions for the implementation of educational activities;

- in the 2017-2018 academic year, schools were commissioned in the village. Nizhnyaya Pesha for 110 places, in the village of Krasnoye for 300 places, in the village of Telviska for 100 places, as well as GBDOU NAO "Kindergarten" Camomile "for 220 places;

As of July 1, 2018, the level of provision of services of preschool institutions for children aged 3 to 7 years is 100%.

The Roadmap includes the indicator “Coverage of children by preschool educational organizations (the ratio of the number of children aged 0 to 3 years old attending preschool educational organizations to the total number of children aged 0 to 3 years old). Currently, the level of accessibility of preschool education for children aged 2 months. up to 3 years (actual demand) is 99.6%. The predicted value of the above indicator for 2018 of the state program of the Russian Federation “Development of Education” for 2018-2025 is 84.77%.

In the Nenets Autonomous Okrug, a project has been implemented to create a private organization providing training in educational programs for preschool education. In December 2016, this private organization received a license to carry out educational activities.

The district has created the necessary conditions for a general education. General educational programs in the region are implemented by 26 educational organizations, in which 6336 people study. The region has created the necessary conditions for high-quality successful training. In 10 rural schools and 2 schools located in the city of Naryan-Mar, boarding schools function. The existing network of educational institutions as a whole allows satisfying the right of citizens to receive primary general, basic general and secondary general education. The success of training and the quality of knowledge of students over the past years remains stably high. This is confirmed by the stable results of student achievement, including the results of the state final certification, the annual presence of secondary school graduates awarded the medal “For special achievements in learning” (in 2014 - 14 people, in 2015 - 10 people, in 2016 in the year - 11 people, in 2017 - 14 people, 2018 - 18 people), a high rate of enrollment in higher education educational institutions of graduates of the district schools (in 2014 - 62%, in 2015 - 68%, in 2016 - 63% , in 2017 - 65%).

 

The implementation of the new generation of federal state educational standards (hereinafter - GEF) is continuing. According to the new FSES of primary education, 100% of students in the first stage of education are studying, according to the FSES of basic general education - 100% of the number of students in grades 5-7. In the academic year 2018-2019, 100% of students in grades 1-8 will continue their education in the Federal State Educational Standard.

In 71% of general educational organizations implementing the main general educational programs of secondary general education on the territory of the okrug, conditions have been created for the implementation of specialized training. In one of the schools located in urban areas, the necessary conditions have been created for the residence of graduates of rural schools who wish to receive secondary general education at a profile level.

All educational institutions have created the conditions for organizing meals for students, students with disabilities are provided with free two meals a day.

Educational work in general educational organizations is based on the national traditions of the Nenets and Komi peoples, their culture, customs, traditions; involving students in creative activities to master the basics of national crafts, folklore; development of creative and intellectual abilities of students; patriotic and civil education of students.

Particular attention in the region is paid to supporting gifted children and the development of the olympiad movement. During the reporting period, almost every second student took part in olympiads, competitions, events of various levels, implemented within the framework of the state program of the Nenets Autonomous Okrug “Development of Education in the Nenets Autonomous Okrug”. The proportion of students enrolled in primary, basic general and secondary general education programs participating in olympiads and contests of various levels, in 2017, the total number of students enrolled in primary, basic general and secondary general education programs amounted to 48%.

Opportunity to receive additional education is provided by 3 state organizations of additional education: GBU DO NAO "Children's School of Arts", GBU DO NAO "Children and Youth Center" Leader ", GBU DO NAO" Palace of Sports "Nord", as well as organizations licensed for the service additional education: GBU NAO "Sports School" Labor ", educational organizations, NPO" Polyglot ".

The proportion of children aged 5 to 18 years living in the Nenets Autonomous Okrug receiving services in the field of further education is 75% (including 88% in institutions of additional education, 12% in general education institutions).

5471 children are involved in supplementary education organizations for 6 general-purpose additional general developmental programs and 7 additional pre-vocational arts programs.

The proportion of students in areas of additional education was: physical education and sports - 60%, artistic - 21.2%, technical - 3.3%, natural - 1%, socio-pedagogical - 8.4, tourist and regional studies - 1 %, for additional pre-vocational arts programs - 5.1%.

Within the framework of the regional priority project “Affordable Further Education for Children of the NAO”, high-tech equipment for robo-quantum and IT-quantum has been acquired, which is installed in the educational organizations of the region, 120 children have begun training in these areas.

In 2018, the GBU DO tennis court Nord Sports Palace was put into operation.

Three professional educational organizations carry out their activities on the territory of the Nenets Autonomous Okrug: GBPOU NAO Nenets Vocational School, GBPOU NAO Naryan-Mar Social and Humanitarian College named after I.P. Vyucheysky ”, GBPOU NAO“ Nenets Agricultural and Economic College named after V.G. Volkova. "

In 2018, vocational educational institutions provide training in 9 professions and 20 specialties of secondary vocational education, including, in accordance with the List of promising and popular professions and specialties requiring secondary vocational education in the Nenets Autonomous Okrug (“Top Region” )

 

The priority in the training of qualified personnel in professional educational organizations is to provide specialists from leading sectors of the economy of the Nenets Autonomous Okrug (education, services and catering, industrial production, construction, transportation).

The contingent of students in 2018 was 1,084 people, including 275 people under the training programs for skilled workers and employees (25.4% of the total number of students), 809 people under the middle-level training programs (74.6% of the total the number of students). Full-time students - 917 people (84.6%), part-time students - 167 people (15.4%). Students at the expense of budget funds - 776 people (71.6%).

The accessibility indicator of secondary vocational education in the region (coverage of youth aged 15-19 years studying in professional educational organizations) is 42.9% (in Russia as a whole - 34.5%, in the North-West Federal District - 33.9% )

Since September 1, 2017, professional educational organizations have begun introducing new federal state educational standards for secondary vocational education in the new and promising professions and specialties that are most in demand on the labor market that require open source software (“Top-50”).

A multifunctional center of applied qualifications is functioning on the basis of GBPOU NAO Nenets Vocational School, the main directions of which are meeting the needs of the regional labor market for qualified personnel in the areas of training of working professions through the implementation of short-term vocational training programs.

Since 2017, the Young Professionals movement (Worldskills Russia) has been developing in the region. In 2018, the II Regional Championship “Young Professionals” (Worldskills Russia) was held, the region took part in the pilot testing of a demonstration exam according to Worldskills standards.

In the education system of the Nenets Autonomous Okrug, 3380 workers are engaged in labor activities, of which 33% are in the field of preschool education, 48% are in general education, 7% are in vocational education, 12% are in supplementary education.

Of the total number of employees, 1494 teachers, which is 44% of the total number of employees. 28% of teachers under the age of 35 years, 14% of young professionals with work experience up to 5 years.

Higher education have 59% of teachers, the first and highest qualification categories - 46% of teachers.

The proportion of employees in the education sector of the district aged 25 to 65 who underwent further training and / or professional training in 2017 is 31%, including administrative and managerial personnel - 57%, pedagogical workers - 44%, other personnel - 12%.

Further training and retraining of teachers is carried out on the basis of the State Budgetary Institution of the Nenets Regional Center for the Development of Education, a branch of the Northern Arctic Federal University (hereinafter - NArFU) in Naryan-Mar and outside the district.
