Applicants, within the time period established by the notice and in the manner prescribed by this Regulation, submit to the Department an application for participation in the tender containing:
1) an application for participation in the competition for the provision of grants to start-up entrepreneurs to create their own business in the form in accordance with Appendix 2 to this Regulation;
2) a business plan in the form in accordance with Appendix 3 to this Regulation;
3) a plan for the use of the grant and own funds in the form in accordance with Appendix 4 to this Regulation;
4) the documents specified in Appendix 5 to this Regulation;
5) a statement on the compliance of the newly created legal entity and the newly registered individual entrepreneur with the conditions for referring to small and medium-sized enterprises as established by the Federal Law of July 24, 2007 No. 209-ФЗ “On the Development of Small and Medium-Sized Enterprises in the Russian Federation”, in the form according to Appendix 11 to these Regulations;
6) a copy of the passport of a citizen of the Russian Federation of the applicant (individual entrepreneur, director and all founders of a legal entity, respectively);
7) copies of documents certified by the applicant confirming the availability of production and other premises necessary for the implementation of the business plan (if their need is indicated in the business plan);
8) a statement on the average monthly wage of employees (per one full-time employee) for the six months preceding the month of application submission (if the SME entity has been operating for less than six months, then for the actual time of the activity of the SME entity) (if there are employees);
9) a certificate from a credit institution confirming the presence on the settlement (personal) account of the applicant of their own funds for co-financing a business plan in an amount not less than the amount specified in clause 9 of these Regulations;
10) a document confirming that the applicant has completed training in the basics of entrepreneurial activity, or a copy of a diploma of higher legal and (or) economic education (specialized retraining).
Grant - funds provided to start-up entrepreneurs in the form of subsidies on the basis of co-financing of targeted expenses for creating their own business in the form of a single payment.
Start-up entrepreneurs - legal entities and individual entrepreneurs related to small and medium-sized enterprises in accordance with the legislation of the Russian Federation, from the moment of registration of which as a legal entity or individual entrepreneur no more than one calendar year has passed.
Grants are provided on a gratuitous and non-refundable basis in an amount not exceeding 500 thousand rubles for one applicant, with the exception of cases when the founders of a newly created legal entity are several individuals included in the priority target group of grant recipients. In this case, the grant amount to the indicated legal entity should not exceed the product of the number of the indicated founders by 500 thousand rubles, but not more than 1 million rubles per applicant.
The grant is granted subject to co-financing by the grant recipient of costs for the implementation of the business plan in the amount of at least 15% of the amount of the grant received.
Own funds are used by the applicant to finance reasonable and documented expenses incurred as part of the implementation of the business plan.
Grant funds cannot be used to issue salaries to applicants and employees hired by them, for advertising in the media, for the purchase of residential premises and cars, and for the payment of fines and penalties.
Grants are provided on a competitive basis. To do this, the applicant must provide a number of documents on paper and in electronic form.
The tender committee evaluates the applications for the right to receive a grant according to quality criteria.
