The North-West Strategic Partnership, with the support of the Office of the Plenipotentiary Envoy of the President of the Russian Federation in the North-West Federal District, continues a series of seminars on the use of public-private partnership mechanisms to develop regional and municipal infrastructure and improve the investment climate.

Following Kaliningrad and Arkhangelsk, the baton is picked up by Naryan-Mar. At the request of the administration of the Nenets Autonomous Okrug, the Strategic Partnership team, together with specialists from the Institute for Entrepreneurship Problems, prepared a special program in the field of housing and communal services. The training seminar will be held on October 5 in the Palace of Culture "Arctic" at the address: Naryan-Mar, st. Smidovich, d. 20 A. Hours: 14:30 - 17:00. Participation in the seminar will take the Deputy Governor of the Nenets Autonomous Okrug - Head of the Department of Finance and Economics of the Nenets Autonomous Okrug Tatyana Logvinenko.

Leaders and specialists of regional authorities and local governments, enterprises and organizations of the housing and communal services sector of the okrug will receive comprehensive information on the specifics of the implementation of concession agreements, as well as practical recommendations. Colleagues from the Republic of Karelia implementing a major investment project using PPP mechanisms in Petrozavodsk will share their experience in this direction. At the invitation of the Strategic Partnership, potential investors will take part in the seminar.

Yevgeny Karpichev, assistant to the plenipotentiary of the President of the Russian Federation in the Northwestern Federal District, emphasizes that the state is interested in attracting investors to the housing and communal services sector. Practice shows that with the advent of private business accident rate and loss are reduced.

- Over the past three years, we have seen a manifold increase in the number of PPP projects implemented in the housing sector. In 2014, 112 concessions were concluded, the forecast until the end of this year - more than 3,000 contracts. This is largely due to changes in legislation. The work scheme becomes more transparent, the interests of both the private party (investor) and the public partner (state) are ensured. It is important to emphasize that a significant part of concession agreements in the housing and communal services sector falls on the share of the North-West, among the absolute leaders along with the Khanty-Mansi Autonomous Okrug - St. Petersburg. And our task, together with the Strategic Partnership, is to create conditions for scaling up the positive experience of applying PPP mechanisms in all regions of the okrug, ”commented the assistant to the plenipotentiary of the Head of State, Yevgeny Karpichev.

The experts of the working group on PPP issues of the Strategic Partnership North-West note that the housing and utilities sector is in a difficult position. Depreciation of utility networks on average in Russia is 60%, in some municipalities it reaches 95%.

- It is obvious that public utilities require modernization. Regions should be aimed at attracting investors and concluding concession agreements as the most convenient legal form of interaction between government and business. There are enough successful examples in the industry. At the seminar, we will analyze the existing practices in detail, consider the key project risks and the peculiarities of the formation of the “road map”. The sources of financing and return on investment are identified as a separate issue in the program, ”said Elena Suk, a member of the working group on PPPs of the Strategic Partnership North-West, project manager of the Consulting Department of Institute of Enterprise Issues LLC.

Vitaly Shapovalov, Executive Director of the North-West Strategic Partnership, emphasizes that the project of on-site seminars on the application of PPP mechanisms is being implemented at the request of the regions. The main objective of the project is not only to equip specialists with up-to-date information, but also to attract funds to the district to upgrade infrastructure.

- In the conditions of deficit, the state budget policy is focused on attracting private investors for the implementation of housing and communal services projects. In this regard, the use of public-private partnership mechanisms is acquiring strategic importance. In the modernization and reconstruction of housing and communal services for the period 2014-2017. Concessionaires have already invested more than 50 billion rubles, and these amounts continue to grow along with the quality of the services provided. We invited representatives of infrastructure companies interested in developing the industry to a seminar in Naryan-Mar. We hope that a constructive dialogue will take place, following which the district will be able to implement concession agreements in practice, ”commented Vitaly Shapovalov.
