Under the governor of the Nenets Autonomous Okrug, a Coordinating Council for the development of investment and business activities in the Nenets Autonomous Territory has been created - a permanent advisory collegial body created to facilitate the implementation of state policy in the field of investment activities and business development in the Nenets Autonomous Okrug, to ensure coordinated functioning and interaction territorial bodies of federal executive bodies in authorities, public authorities of the Nenets Autonomous Okrug, local authorities of municipalities of the Nenets Autonomous Okrug, public organizations, legal entities and individual entrepreneurs.
Coordination Council
Its purpose is to assist in the implementation of state policy in the field of investment activity and the development of entrepreneurship in the Nenets Autonomous Okrug, to ensure the coordinated functioning and interaction of territorial bodies of federal executive bodies, public authorities of the Nenets Autonomous Okrug, and local authorities of municipalities of the Nenets Autonomous Okrug.
The activities of the Coordination Council are aimed at solving the following tasks:
1) the development of priority areas of investment and entrepreneurial activity;
2) the elimination of administrative, economic and organizational obstacles to the development of investment and entrepreneurial activity;
3) the formation of a coherent system of infrastructure support and development of investment and business activities;
4) creating favorable conditions for the development of investment and entrepreneurial activity.
The Coordination Council is headed by the Chairman of the Coordination Council - the Governor of the Nenets Autonomous Okrug, who has the right to delegate his powers under this Regulation to the Deputy Chairman of the Coordination Council.
The Coordinating Council may include representatives of the Administration of the Nenets Autonomous Okrug, other executive authorities of the okrug, the Meeting of Deputies of the Nenets Autonomous Okrug, public associations of entrepreneurs of the Nenets Autonomous Okrug, investors and experts, representatives of territorial bodies of federal authorities, local governments of the okrug, enterprises and organizations whose activities are related to issues considered by the Coordination Council.
The staff of the Coordination Council is approved by order of the Governor of the Nenets Autonomous Okrug.

Activities of the Coordinating Council
In accordance with the Regulation on the Coordinating Council, meetings are held at least once every two months.
The meetings of the Council consider issues included in the work plan for years, and received from the business community.
March 3, 2017. The Governor of the NAO held the first meeting of the Coordinating Council for the Development of Investment and Entrepreneurship in the Region in the New Year. One of the main issues on the agenda was the report of Vice Governor Tatyana Logvinenko on the state and development of the competitive environment in the markets for goods, works and services in the Nenets okrug.
April 21, 2017. The meeting discussed the implementation of investment activities, staffing industrial growth, procedures for registering property rights and more. In addition, the plan for the All-Russian Entrepreneurship Week was approved.
May 22, 2017. The meeting was timed to the Day of Russian Entrepreneurship. During the meeting, the Governor of the NAO for the first time awarded the honorary professional title “Honored Entrepreneur of the Nenets Autonomous Okrug”. The title was awarded to 2 entrepreneurs who made a significant contribution to the development and promotion of entrepreneurial activity - Nina Nikolaevna Rochevoy and Vasily Evdokimovich Tortsev. The main part of the meeting was held in the "Open Microphone" format.
August 29, 2017. The main part of the meeting was devoted to the results of the formation in 2017 of the National Investment Climate Rating. Representatives of the authorities together with the business community discussed issues related to the creation of favorable conditions for the development of entrepreneurial activity.
November 16, 2017. At the next meeting, the members of the Coordination Council discussed the issues of holding an educational forum for entrepreneurs in 2017, heard a report by the Commissioner for the Protection of Entrepreneurs' Rights on administrative pressure, presented information on leasing products and investment projects accompanied by JSC "NAO Business Development Center". A wide discussion arose on the legalization of shadow employment. The meeting was held in conjunction with representatives of SME Corporation Corporation, who told entrepreneurs about the support provided by the organization. In the Miscellaneous block, government officials informed entrepreneurs about the number of land plots provided for business representatives, about the possibilities of filling out the Unified Register of SMEs, and called on entrepreneurs to participate in the ETHNOMIR project.
December 8, 2017. The final meeting of the Coordination Council in 2017 was devoted to a discussion of the problems of developing entrepreneurial and investment activities in the region. The event was timed to the forum Business Plant 2.0, held in Naryan-Mar. Representatives of the SYNERGY Business School took part in the meeting. As part of the meeting, a number of recommendations and suggestions were developed aimed at improving the entrepreneurial and investment climate in the region for government bodies and entrepreneurs.
The first meeting of the Coordinating Council in 2016 was held on February 29, 2016.

04/22/2016 held a regular meeting of the Coordinating Council. The issues of microfinancing, guaranteeing, the interaction of the tax inspection with small and medium-sized businesses, the formation of a list of property to provide small and medium-sized businesses, the procedure for assessing the regulatory impact, the protection of the rights of entrepreneurs in the implementation of state and municipal control, and the investment card of the Nenets Autonomous District are considered .
On May 26, 2016, a meeting of the Coordinating Council on the development of public-private partnerships in the okrug was held, as well as bringing to administrative responsibility those who carry out trading activities in locations not specified for this purpose.
08/30/2016 at a meeting of the Coordination Council considered the development of competition in the district and the register of investment projects.
On October 31, 2016, within the framework of the Coordination Council, a discussion was held on the issues of connecting business facilities to electric networks, gas, heating networks, and the placement of non-stationary trading facilities on the territory of the city of Naryan-Mar. Members of the Coordination Council are provided with information on the establishment of a Business Development Center in the Nenets Autonomous Okrug.
On December 16, 2016, the final meeting of the Coordinating Council in 2016 was held. This meeting was held in conjunction with the SME Corporation. Representatives of the SME Corporation spoke about the financial instruments for supporting entrepreneurship provided by the SME Corporation. The meeting also addressed the implementation of the state program "Development of Entrepreneurship in the Nenets Autonomous Okrug", the transfer of non-core services of state enterprises to outsourcing and assessment of regulatory impact. The meeting approved the schedule of meetings of the Coordinating Council in 2017.
